The Stupid Stupid Law

So you can throw a traffic cone and hit nobody and get 16 months.

You can be in a crowd that is causing a bit of a nuisance and get 6 months.

You can throw a punch at a football player, run away, clearly daze the goalkeeper and have no remorse for your actions and get 4 months.

Can somebody please explain the logic, if you can find any !
