Civil Bans

Can anyone tell me what these civil bans people are on about and how are they different to footy banning orders? Have read in a few posts the OB are producing footage / photos from years back on people out of the blue. Is this right ?

You dont have to had a fight at a football match, you dont have to have been arrested, just if say within the last 2 years you have been filmed watching, standing by a fight, or were originally with those people on at least 3 Different occasions, the police will serve a summons through your door to appear in court, they will present their evidence of footage and of course a couple of them will make statements against you, you cant get legal aid as its Civil.
Lately most City Fans have been receiving 5 year bans, Sign at the Police station every time Wales or England play and not allowed in the City 5 hrs before or after Cardiff City play.
