MOVING DOWN SOUTH: ADVICE NEEDED

Hi all,
In the next few months, I plan to be moving down to Portsmouth.
I just need a little advice as it will be my first flat alone.
What's the average council tax in places like that? Also, I get paid around £700 per month and am 19 - would that entitle me to benefits?
