Bring back terracing

Anybody know what could prevent Cardiff removing their seats from part of their stadium ?
At one time I thought it was FIFA requirement to have all seater stadiums but that 's clearly not the case ... I'm thinking of the German clubs in particular.
The only other thing that springs to mind is the saftey regulations ?
I'm sure if they removed the seats in the Canton area of the stadium and built up the terracing it would improve the atmosphere 10x fold

British law would prevent you from putting terracing at Cardiff same as every football stadium across the country, untill that changes you wont see terracing at stadiums in the Premiership or Championship.
