Animated avatar

Does anyone know how to creat a Animated avatar for on here

just open pictures on your laptop and mini to your task bar,THEN drag and drop the one you want into your pics --you do this by (holding down) the left button while dragging it DOWN.(just put it up the same way you would a pic.) ps-when you are holding it over pics, in taskbar your pics will appear on screen,THEN while STILL holding down your left button drag back UP to your screen then release buttons, it will then save in your pics for you to USE.(just put it up the same way you would a pic.)
