Thats normal for India saw loads like that when i was there last year. Wouldn't catch me working anywhere near scaffolding like that scares the crap out of me.

Just failed my Health & Safety exam on one question. When asked ''What steps would you take in the event of a Chemical fire''? ........... Fuking BIG ONES was not the answer they were looking for apparently !
