They cannot function effectively on Council Tax alone, general expenditure would be too great. Also, besides not understanding why my age is of relevance, I am actually able to pay Council Tax. So, you're wrong there.

You stated I was too young to pay council tax, which is not true. I do not pay it because I do not own a home.
I would probably suggest other, more reasonable and just, ways of raising the money in such difficult economic circumstances. However, being realistic, is £30 a year (for under 11's) and £50 a year (for 11-18s) a particularly extortionate rate? Especially when Council tax simply isn't going far enough to maintain these facilities; hence the charge.
That said, I do not agree in this instance. Areas in the East of the city are some of the most deprived in the country, and another financial burden will only further their struggle to keep their heads above water (so to speak.) I'm sure that the Council could reduce expenditure in a more equitable way, and benefit the younger, less fortunate, people in our community by promoting these clubs. I sincerely believe in encouraging participation in all sports, as well as providing free public facilities for these to be held.
Essentially, I understand the reasons behind this charge, and sympathise with the difficulties faced by councils across the country at this time. You cannot ignore these problems and simply suggest that council tax alone will suffice. However, in my opinion, it is unjust to yet again target young people who are willing to partake in sports and leisure activities. This charge will limit their opportunities, and will ultimately decrease the amount of junior football teams in Cardiff. So in the long-term I believe it's a definite mistake.
