Why is one section of the stand half empty? Theres just a square of fans in the middle and thats it

The stand opposite the camera's is the away section -or at least the left-hand side as you look at it is. Looks like about 1500 Brum fans in there. Then a big empty section for segregation and then a smatterring of Blackpool fans.
I think the corner is shut for safety purposes, but still plenty more empty seats. Can't be more than 12000 there.
By the way I don't think any of the 1st leg play-offs in the past 3 seasons have sold out, apart from maybe Blackpool v Forest when their ground only held 8000.
