yep like the last transfer window and loan window will be the same again nothing comming in

Where does it say that there won't be any signings?
All he's saying is that he won't be bullied into paying over the odds for a player. He isn't going to come out with "We are absolutely desperate for new players, please, we will pay anything!".
All it means is that if the price is right, then there may be signings, if not, then it is loans. Then, make moves in the summer.
