No one is blocking them, if they take full control, they will then be totally liable for the main and big debts.

Yes I think there is a certain % where you have to make an 'offer' to buy the other shares in a company, but the share owners can refuse to sell (I have 29.9% in my head for some reason). I know if you aquire 85% of the shares to can compel other shareholders to sell.
Having said all of that I think that rule applies to Publically Listed Companies but not privately owned companies like CCFC. I'm not certain of that and I am happy to be corrected if wrong.
