the winners qualify for the europa league, if they have not qualified for european competition through the premier league or by winning the fa cup...
if the above occurs then the europa league berth goes to the highest placed prem league team not already qualified..

Europa League qualification is such a weird thing in comparison to top-4 its like a yes/no flow diagram until the final day of the season. Champions League is so simple however. I'd rather have 3 (5th, 6th, 7th) places in the Prem straight into the group stage. Then IF the League cup and/or FA Cup winners did not make 5th, 6th, 7th they get into the qualifiers. But that's 5 and we currently send a maximum of 4. But maybe that would depend on League strength. At least that way you get it more on merit rather than the if/but conundrum we have now.

The system I proposed here needs a bit of work (fair play etc) but you get the general gist.

As it's a Football League Competition then the Europa League place should go to a losing Semi-Finalist rather than where you finish in the Premier League.

There are plenty of European places for Premier sides and as the FL run the League Cup the place should be awarded on where you finish in that competition not the where you finish in the Premier League.
