Why would we pay £4m - when hes available on a free transfer? (agreed my Mancini - but only without the pay off!)

I was told last week that Tottenham have a wage cap of £60 - £70k a week,so the Adebayor deal Man City are funding a % of that deal.
Are Tottenham going to ask Man City for the same favour for Bellers

The deal to Liverpool from what i was told was a Free and a 2 year deal,im not 100% sure what the hold up was here if its the wage or the 2 years.

If Man City are to get in line with this new FA Rule ,which does not come into place yet about the % of finance each club is allowed to have,they need to start to get their house in order.

The longer this goes on the better the deal will be for Bellers (imo) as Man City may have to offer to pay part of his wage,or he goes for more than a 1 year deal to another club.
