Poison them or install a high frequency sound transmitter that human's cant hear.

Install a cctv. Film them and there owners then give it to the council. Failing that buy yourself an air gun.

Take a photo or Video would be even better of the dogs if you can then show it to the owners ,if they dont do anything about it ,take it to the police once you fined out who the owners are. The problem is ,if you put something on the gress and it do kill the dogs ,you then will end up in court.

But yourself a dog turd scooper thing, a bucket and several hundred of those self self plastic/paper (made from recyled paper obviously) envelopes. Go out to said banking and collect all the turds from our little hairy friends (no offence to jack bastards intended) placing them carefully in your bucket. On return to your flat, very carefully insert a ripe turd into each envelope then seal. Some pre addressed lables would be handy here as I, errrmm some bloke down the pub I mean, find it very difficult to write on an evenlope filled with dog shit. The "package" should be addressed to Mr Dave Jones c/o CCS, Sloper Road Cardiff.

For next weeks project you'll need to have ready some sticky back plastic, 10kg of phosphate based fertiliser, a couple of old watches that still work, some high resistance wire, a bag of sugar, one of those little square batteries, a soldering iron and several bottles of Magners.
