I would assume that is why he has been bailed so that the Police can make further enquiries into how much force was used.

I'm not totally against your point of view, but if for example during an argument you pushed someone away and they then responded by shoving a broken bottle into your face, would that be proportionate self-defence or GBH?
Everyone has the right to defend themselves but it is not an opportunity to inflict revenge. That said once you have been assaulted it is hard to stay calm and if the assailant comes off slightly worse for wear, then I say good.
