It didn't say they were planning to blow them up it says they found documents regarding them.

If you raided my flat you'd also find thousands of photos of Cardiff city centre, and I'm not planning to blow up. This is all gossip and speculation at the moment, it may be true but no where does it say they were actually planning to blow up either of these (in theory) targets.

1 The police were unarmed
2 If they mentioned they found documents do think they may have forgotten to mention they also found bombs or bomb making equipment?

Xcasual, have you ever been arrested and then released without charge? I just don't like the hypocrisy of everyone assuming they are guilty, when everyone was up in arms that the public were assuming the city fans were guilty with train woman.
