Depends on travel and pavement conditions outside the ground. Plenty of ice under the snow - given more people attend football, there's less risk with rugby games.

I hate this "risk" conception.
There is a risk when we go to work or the pub in these conditions, would we consider suing either of these if we were to fall on the way there? Highly unlikly, and lets be honest, would anyone entertain such a claim? There is a risk we could get mugged and stabbed by knife wielding jack bandits on horses and carts as well!
