How do I resize this picture to an avatar?

I feel
I cant work it out, I've tried using fireworks to resize to 150x150 pixels, yet, still, nothing!
Any help?

use microsoft picture editor, nero photo snap or a picture editing software

I'm the same as Norm but I only use an iPhone on here. Any ideas for me mate?

highlight the CUSTOM one and change 1000 to 150 in the box (make sure the black dots in the little circle)
