So lets get this right you want 3,500 fans ( Reading game ) to pay a £1 extra for a ticket so in case a couple of people play up we are covering it with the money of the vastly well behaved City fan.

Trouble with a surcharge is that the numbskulls who perpetrated these acts of sheer stupidity will only see it as an excuse to 'get their monies worth'
Unless these people are named and shamed (and even that would probably be seen as a medal) they will continue to do the same....or worse!!
I was at the Reading game and have to say I saw no trouble anywhere....so hopefully this was an isolated incident

your right you cannot charge every fan money for a just in case scenario and I think you will find out that it was very few seats damaged and that it was not intentional and wanton destruction.

3,500 fans there and a toilets get smashed and a few seats??
Reading will have made close to £100,000 from Cardiff City on Wednesday!!
