Didn't the Queen as head of state of the host nation hand the cup over to Bobby Moore? Though in this case both Canada and Mexico are hosts and I cant remember Putin doing it in 2018 though he might have

As it says in the article, the policy is for the trophy to be on a plinth and the captain to then take it to the celebration podium to lift it. Pretty sure that's what happened in Qatar.
Of course, in the Club World Cup last year Trump stayed on the stage and celebrated with the Chelsea team which was bizarre. Cole Palmer's face was hilarious, he was clearly wondering what Trump was going there.
The Queen may have given the trophy to Bobby Moore in 1966 but I assume the FIFA policy was different then.
