Who picks the retained list?

If we don't have a new manager by June 30th who picks the retained list of players?

I'm assuming it will be Darren Purse as Ramsey and Rall won't be allowed to do it as technically they won't be employed by Cardiff and can speak to other clubs.

Nothing stopping them advising the board it's like asking warnock for advice so wont be surprised if he as some input unless of course he's sighned by another club ...
