Not sure about CCFC tattoo's, but places like Tattoo U and Tattoo U 2 are good - Skin Creation on Broadway has a brilliant tattooist apparantly, then there are places like Doc Grahams.
As for position, if I get a CCFC tattoo it'll be on the calf.

Dai Fleet has people going to him from all over the UK but yes he does have a bit of a waiting list. Saying that he does have other artists working there who don't have waiting lists. My wife had a small tat done there last week and she walked straight in.
My take on it is Dai Fleet wouldn't employ any old monkey, they would certainly have to have had a lot of experience and respect working somewhere else before he'd have them working with him.
It depends what you want, if you just want something off the wall then you wouldn't have to wait. If you wanted something a bit special that required a lot more skill then you are going to have to show Dai what you want and then go on his waiting list. Chances are though one of his other artists would be more than able to do it.
I think half the time people only want Dai Fleet just so they can say he did it, so that they get the status to go with it.
Here's the website for Dai Fleet's

PS.
If you go to Dai Fleet's site check out the nutter who had his bits done with a dragon design. Now that had to hurt.
WARNING!!! Don't click the link if you are in work.

chameleon in Barry is a good one, Jonah Lomu uses that place, and has even flown the owner, leigh, out to new zealand to get new one's done

i will agree about chameleon tattoo in barry i had few done there two an yeah he that good lomu does pay for him to fly out to tattoo him, problem was with lee clements is "personal life sometimes gets brought to work with him " i had massive dragon on back he outlined in 1 sitting then next sitting he coloured top part, went back for complesion walked in an his man who takes bookings etc said he not in good mood today "i should have left it there but you work yourself up for this an excitement kicks in, he never said a word in 4 hours an didn colour properly , i moved tattooists after that an have had dragon re worked costing me extra bucks so be careful! but on his day i think he 1 of best!!
END OF THE LINE are the boys
