But what I would do is give it an hour or hour and half maybe to get the water off the pitch
If a game can be restarted, several hours after a player suffers a heart issue on pitch, it can be be restarted several hours after rain.

I dont think any blame can be attached to the referee. The pitch is either playable or not. As you know there are criteria to determine if the game can continue.
The blame lies squarely with RUFC. Their efforts to ensure the game could not go ahead were clear and evidential.
The time to get groundsment onto the pitch, the number of groundsmen used, their ability to actually drag water onto the pitch, the sprinklers.
Sadly, the EFL will give Rotherham a token fine and the game replayed in full.

I don't think the Eriksen incident has any link to this scenario.
It was Euro 2020, a tournament restricted to a short timescale. Any rearrangement would affect the breaks available to teams within a very short period of time.

I remember Newport Dragons spending around 2 hours trying to get water off the pitch against the Blues a few years ago. It was so bad at one end there was a fear someone could be drowned in a ruck! I cant remember if they were successful, but they tried and there wasn't any issue with the game being delayed for a long time.

Players drowned at a ruck ... Or a ball not quite bouncing! It's not really the same. Farcical.
