Transfer embargo

I'm currently writing an article about Cardiff for my blog, I'm hoping to get it done tomorrow and will post it on here. I just wanted to check something over beforehand regarding the transfer embargo.

As I understand it, after the first payment of the Emiliano Sala transfer fee was made, the 3 window ban was lifted. But is the club now able to pay fees for players or can recruitment only be done via frees and loans?

Thanks for the help, just wanted to get some clarity because during my research, I've read conflicting reports.
