Cardiff City Transfer Embargo: The Latest + More City News

Trust chair Keith Morgan, who is a football finance expert, was among a group of fan representatives who attended a meeting with Cardiff City chairman Mehmet Dalman and other club officials before today’s Leeds United FA Cup game.

Below is Keith’s report on the key points of the meeting:

1. Transfer Embargo – I was wrong in an earlier post. As well as the EFL embargo, a FIFA one does exist in parallel but they are not consistent with each other. What is clear is that the club cannot presently meet the criteria to lift either. The club has written to the EFL pointing out some inconsistencies in their embargo ruling and expects to receive a response within the next week to their request to have the embargo lifted.

2. Appeal to Swiss Federal Tribunal – This is ongoing but no date has yet been set for a court hearing.

3. Other legal actions to recover losses arising – These are ongoing but full details could not be revealed due to legal confidentiality. However, it was stated that the claim against the club`s insurance brokers was a negligence claim.

4. Neil Warnock – It was categorically stated that the directors had had no contact with Neil Warnock about a possible return to CCFC and that they had no intention of doing so in the future.

5. Vincent Tan Financial Support –Mehmet Dalman stated that Vincent Tan had recently confirmed on several occasions that he was pledging to continue financially supporting the club.

6. Other matters discussed – It was revealed that not only was the Emiliano Sala transfer not recognized as complete by the Premier League at the time but was also not recognised by the players union the PFA. It was also said that players were being loaned out despite there not being the ability at present to bring replacements in as a manager`s decision on the basis that he didn’t believe they would have a part to play in the first team squad this season.

There is expected to be an update on various matters available within the next week and Trust members will be notified as soon as this is available.

THE SALA MYTH :



Dalman is being Dalman ….in causing confusion by making a correct statement which diverts from the real truth. He successfully hoodwinked those who met him yesterday by his smokescreens .

He Could sell sand to the Arabs.


He CORRECTLY says that the Premiere League (and even the PFA) had not yet sanctioned Sala to play for us . Sure … he could not yet play for us (due to a technicality) … but this is totally separate from the actual transfer . Dalman is saying that because at the time of the accident the PL had not -yet- sanctioned Sala to play for us (true) ….. and so he was not our player ! Wrong wrong wrong !




The reality is that WE BOUGHT SALA FROM NANTES - AND THE TRANSFER WAS 100% COMPLETE ! HE WAS OUR PLYER ! The WFA (Welsh F.A) confirmed the registration .. so did the French FA… so did FIFA … or whatever legal bodies . We bought Sala and Nantes delivered him - end of - we have to pay ! He was our player .


Of course we have to register him with the PL to play for us … and it is true that this was not yet completed when the accident happened ….. but this has nothing to do with Nantes and the transfer ! He was our player and the PL authorization is totally separate from the transfer !


FIFA 100% confirmed this and ordered us to pay and later sanctioned and embargoed us . The CAS (Court of Arbitration for Sport ) in Switzerland ruled 100% against us ! Now we went to the SFA (Swiss Federal Court) …. There is no chance that this court can rule that Sala was not our player.




Conclusion : WE HAVE TO PAY NANTES ! That is why we have the two separate embargoes by the EFL and FIFA.

KIETH MORGAN and DALMAN :


Keith and I go a long way and I consider him to be a true Bluebird and doing what he thinks he can for the Club . He is a colleague supporter in his own way. Over the years , Keith has been excellent in his assessments on financial matters relating to the Club. I - like many- appreciate and respect this very much. I also know that he is quite perceptive in understanding the important issues and questions .


In My Opinion, his problem and real unnerving limitation is that ….he does not or can not ask Dalman/Club the tough questions ! If he does ask ….. Dalman/Club will ban him from the meetings and/or information !

For this reason he , I believe, KOWTOWS to Dalman and only goes as far as asking Dalman what Dalman allows or wants to answer.

While I understand Keith’s stance and reasons ….. still the reality is what he reports - from Dalman/Club is what they want to say and what they want to talk about ….. he does not ask or report on the tough questions and sometimes when he does he only reports the partial answers , in the , politician , answers that Dalman wants him to .

At least Kieth reports some useful things ….when others report nothing . So thank you Keith ….. but we also know your limitations .

But why are they limiting it to not only the same old faces , but even less now??

Keith Morgan - Dalman - Meeting :


I had asked Keith to ask 11 questions to Dalman which I listed last Saturday . Keith is not obliged to ask anything I like ….. that is his prerogative .


(1) Keith got the answer to the most important question ….and that is Tan’s 100% clear continued financial support - no matter what - therefore including our monthly losses , Sala , and all our debts ….. be they to him , Dalman or others. Tan’s most recent interview , when he spoke about the possibility of us reaching the PL ….. did not clearly say that . Now , Tan has at least legally committed to the Club to do it as confirmed by Dalman.



(2) Keith also reported on the transfer embargo ….however , we only got an incomplete and still confusing answer . So yes we have clarified that the EFL embargo is separate from the FIFA embargo (good). He also confirmed that we are trying to lift the EFL embargo (great). However , what about the FIFA embargo ? Can it be lifted ?


Is the 3 window embargo cast in stone ? Can we now sign any players (albeit under the EFL limitation embargo rules)? Yes - thank you - we know that we can not presently meet the criteria to lift either embargo ….. but what the hell can we do ? Can we sign anybody under the EFL limitations ? Can anyone tell me what we can or can’t do ? Honestly , while we know more it is still confusing.




(3) I had asked 11 questions all of which are being questioned by fans …… and thankfully Keith asked the two above ….. but he did not ask or at least get the answers on the other 9. For avoidance of doubt I remind you of the 11 questions.

Mark Hudson admits the transfer embargo under which Cardiff City have been placed could decide whether they are able to recall Mark McGuinness from his loan at Sheffield Wednesday and looks like being a no.

The Bluebirds want to bring the defender back to Cardiff and have tried to set the wheels in motion for his return this month.

Cardiff hoped McGuinness' final game for the Owls would be the FA Cup third round clash with Newcastle United on Saturday night, a game the Yorkshire club won and the centre-back earned rave reviews. Indeed, ex-Arsenal and England centre-back Martin Keown waxed lyrical about the 22-year-old's display against the high-flying Magpies while on commentary duty.


However, the club have learned in recent days that the transfer embargo, which has been placed on them both by FIFA and the English Football League, will play its part in the McGuinness decision.

Bluebirds boss Hudson said the coming days are crucial with regards to the player's immediate future.


"I think with what's going on at the moment (the embargo), we will see what unfolds over the next couple of days," Hudson said when asked about McGuinness.

"I watched him play [against Newcastle] and thought he was outstanding. I messaged him after to say well done. But we will have to pick that up in the next few days, because it's the weekend.
udson replied: "It'll be down to the embargo. So we will have to wait and see what we can do with that."

McGuinness has been one of the standout players for Sheffield Wednesday this season, winning the club's player of the month award for both November and December.

It is no surprise to hear that Owls boss Darren Moore is keen to keep hold of the defender for the final few months of the season amid a promotion push.

“We’ve sent back the agreement papers and made it clear we’d like him to stay, but we have got to wait for that answer to come back from Cardiff in terms of what they want to do with him,” he said after the FA Cup clash on Saturday night.

“We know he’s their player but I thought he was magnificent again tonight and all season he’s helped give us a platform. I hope he comes back for the second half and continues the job he has started here. If not, we thank him and thank Cardiff.”

On when he expected to hear a definitive answer, the Wednesday manager added: “If not by now, by Monday or Tuesday we’ll know. Latest. We want to know because if he’s going to stay we want him to play on Saturday.”

Thanks for the comments (at least the starting ones!).

Just to make it crystal clear. I have no restrictions at all on what I report back to Trust members (as I am obliged to do as I represent them not myself). I certainly don`t feel obligated to anyone who owns the club or who its directors are and never have and never will. I treat the current board and owner with the same questioning and cynical approach as I did with Sam, Peter Ridsdale etc. (ask Sam)and am determined to remain independent of them and simply won`t accept any attempts to influence that.
Based on his track record (gifting himself CCFC shares , then hiding him from the liquidator of his company WH Sports so that he had to be sued to recover £250k for its creditors etc.) I wouldn`t trust Peter Ridsdale as far as I could throw him and how the hell he is allowed to be an EFL board member trusted with confidential information is beyond me and requires investigation by the EFL. I enjoy talking football with Sam occasionally but, as he will confirm, we have often agreed to disagree on things without ever falling out about it.
I have in the past criticised other fans groups who seem to act for the club ahead of the fans they have been elected to represent and who don`t report back to those fans on meetings they attend.

I never have and never will "KOWTOW" to Mehmet Dalman or anyone else at the club. I think you are getting confused with my wife , who I have "KOWTOWED" to for nearly 42 years of marriage !!!

The Trust is not currently banned from any meetings with club officials but will steadfastly remain totally independent (and critical where necessary and justified)in such meetings. On the same basis of independence , where the club is doing things well we will also say so.
