The Allowance is not a salary, and is reimbursed to the ex PM for costs incurred should they continue to carry out public duties. Whatever that may be. So they can only claim any of it against receipts. Blair rips the guts out of, Major uses it, Cameron claims nigh on the full amount, and May seems to claim about 50% or so.
