Let’s be honest not that many clubs loan more than 8 players outside England, other than Chelsea & say Man City.
They do like their players to go to clubs from the Championship that look like challenging for promotion.
Cardiff being affiliated with the FAW, if Cardiff were to loan in or loan out a player aged 21 or over from or to an English club it will be subject to the FIFA quotas. It is why you often see Cardiff announce signings "subject to international clearance" due to the need to ratify an international transfer certificate (ITC).
The new rules, as things stand, do not cover domestic loans so Cardiff, Swansea , Newport are ok for another three years, but FIFA has said national associations must bring their regulations in line within three years - so by July 1, 2025 at the latest.
It should also be added that players under the age of 21 have to be club-trained to be exempt from the quota. That means they have to be registered with the parent club between the ages of 15 and 21 for three seasons or 36 months, regardless of whether the period is continuous or not. So, the very slight positive news is that these rules are not in place when trying to recruit club-trained players under the age of 21, like Tommy Doyle was last season, so Cardiff could still recruit players like Tommy Doyle.

Chelsea loaned out 23 players and Man City loaned out 38 players last season. Many were overseas. No clue about other clubs. Arsenal, spurs, Man Utd could be similar.

I assume FIFA are attempting rich clubs from hoovering up all the young talent and then loaning them out until a few of them make the grade.
That and making clubs nurture homegrown talent.

Apparently we lost young lad from arsenal because of this rule and only got today's signing kipre instead...

I just read about that. Everything seemed agreed and the player wanted to join us, but then Birmingham showed an interest and Arsenal chose to send the player to Birmingham.
Morison has spoken out how the new rule has blocked us bringing in a few more players. We probably would have brought a striker in on loan by now.
The rule change puts us at a massive disadvantage and it's totally unfair. Through no fault of our own, we could be in a position where all our main targets have been loaned to English clubs, so we are left with the leftover scraps bringing in lesser quality players on loan.

Think we just need to prioritize who we sign on loan? Looking at things morison may have made mistake in his attempt to bring players in and targeted wrong player 1st? But yes we are at big disadvantage to rest efl clubs so just need to work around it.

Allan take Glen Williams stories with a pinch of salt.
His story , Dalmans PR has now gone in to all the media papers and their source Glen Williams.
Birmingham were already from runners for him.

So once they have loaned their 8 players the remaining players [ in Man City case 30] can be signed by every other club bar Cardiff, Newport, Wrexham, and Swansea, not a level playing field at all

Yes. It’s not good at all. Several top premier league clubs have good links with teams abroad so the chances of Cardiff loaning from then are very slim now.
