If someone has a main property in one town and then as a property that is a fixed building (not a caravan) in another town and is used for holidays what do you call it? Retirement home?

Apparently it will save 58m over 30yrs in related healthcare costs? So very good value for money..whilst WG argue that going slower reduces injuries and deaths what they dont say is because drivers are restricted to 20mph already in areas
what's happening is drivers are going faster once get out of speed zone to make up for delays do causing more accidents...
