No you can't. You need to have bought the double Belarus and Belgium ticket plus be a member to buy in stage 1. You need to be a member for this campaign to buy in stage 2 and have bought the membership before the play off draw. For the general sale, stage 3 you need to have a previous purchase history - so that's where you come in. To be honest though with them allowing 2 tickets per sale its unlikely it will get to stage 3.
