Don't know about agenda's but if you make a post and a moderator makes another post 10 mins later about the same thing that turns in to a sticky as they made it. I'm sure they don't look down the forum to see previous posts though some.

I think we cover most 'news' and 'events' and a fair spread of it, to be fair and any (supposed) 'agenda' is usually inside the thread rather than created as one

I think there are more threads (not Stickies) created with 'agendas' with the wider membership; some creating a lot more than others

All about opinion, of course...
