That is a comment on Instagram. A PM looks different.
What people mean by WhatsApp is the originator has screenshot it from Instagram and then sent it to all of his mate via WhatsApp, hence the file name.

It's 100% a pm, I'm looking at my pm's on instagram right now and it's literally identical. There's a camera option to the right for photos too and you can't comment photos, but you can PM them

I've got PMs from verified users too. No username or tick. Looks very different. Just their profile pic in the DMs.
However a comment looks identical to the screenshot posted. However there is likes and replies underneath.
Like I said. Could be a very good forgery.

I also believe you will see another City player go out on loan next week.
As did the Tommy Doyle deal take time and money was the hindrance and sticking point, fair play we got him at less than Man City wanted us to pay towards his wages.
