Sorry Allan, I was using the kick off time in reference to the question about a curfew after 6.00 pm rather than crows in stadiums.
This was following a speech in the House of Lords by Baroness Jones who has said she may seek an amendment to law to keep young men off the streets after 6.00 pm.
If you read the linked article Drakeford clarifies his position:

Completely agree Ian and in my opinion Drakeford has been the worst of the lot at introducing "Law" including being unable to purchase non essential items in Supermarkets. As you say most are introduced under the Public Health umbrella and in Drakeford's case always full on Project Fear with no scientific advice to support it.
My point here is Drakeford has absolutely no power as Law & Order is a matter decided by the one Sovereign Parliament in the UK, Westminster. The same goes with UK Borders and Foreign Travel not a devolved power.
Why Drakeford feels the need to express an opinion is beyond me.
