Does the current lockdown prevent any further signings?

With Cardiff not allowing anybody to leave or enter the county due lockdown, does that prevent any would be signing not being allowed to come to the city to complete the signing

You can come into and go out of Cardiff for work purposes if you can't work from home so I guess that would cover it. Also there is an exemption for professional sports people as otherwise we wouldn't be able to turn up at Blackburn on Saturday if the players couldn't leave Cardiff!
