I cannot believe that in Wales you are now allowed to go fishing, play golf etc as long as you don't drive there.
So I can carry fishing gear, carry golf clubs as long as I walk there!
So If I am in a car and drive there what's the difference? I am not in contact with anyone.
Ban it completely if that's the case.
