If that picture is the one to demonstrate "festival" scenes then I'm not sure what I'm seeing? No youths, no bikes, some pushchairs and police who I assume would be dealing with groups of youths over someone sat on a bench.

Not saying it's not happening but the picture and the words do not correlate.

It does happen but thankfully it's rare, on Peston they used evidence from google maps that showed the reductions in movements over the lockdown, the stats used show that it's generally been well observed, but of course we have a fair number of young dickheads who act like idiots.
