New lockdown rules announced in Wales and tests for essential workers

New lockdown rules issued for people in Wales

The new rules will clamp down on second home owners and day-trippers while helping to get more businesses open

By Sion Morgan Assistant Content Editor

FRIDAY 24 APR 2020

The Welsh Government has announced new lockdown regulations which will come into force this weekend to stop people from travelling outside the local area where they live.

The new tightened rules will clampdown on people making excessive non-essential journeys and are specifically set to impact second home owners.

At the same time rules have been relaxed to allow people with particular health conditions or disabilities to leave home to exercise more than once a day. This will help families with children with learning disabilities and autism in particular.

And the Welsh Government has announced new regulations for businesses which will allow some to re-open and operate "click and collect" services.

A spokesman for the Welsh government said the stay-at-home regulations have been revised in Wales "to continue to prevent the spread of coronavirus."

The key change:

Takeaway food outlets remain closed.

The Welsh Government is changing the core requirement for people not to leave the place where they live to a requirement not to leave or remain away from that place .

"This will help clarify that people who leave their home with a reasonable excuse – such as going out to shop for food, for healthcare or for work – cannot remain outside to do other things," the Welsh Government spokesman said.

Other changes, that will come into force at 00:01 on Saturday, include:

Applying the 2m physical distancing duty on premises used for “click and collect” style services – this duty is already in place for other workplaces, which remain open.

Widening the definition of vulnerable person to include other specific groups or conditions where people could benefit from assistance and to whom providing supplies is a reasonable excuse for another person to leave home (for example, people with dementia).

Extending the physical distancing duty to cafés accessible by the public in hospitals, and those responsible for canteens in schools, prisons and for use by the armed forces, to ensure all reasonable measures are put in place.

Social distancing 'to last all year'

The Welsh Government has also asked the four police forces in Wales to provide further advice about whether existing provisions intended to prevent people from travelling to second homes in Wales need to be further strengthened.

Announcing today’s changes to the regulations, which follow the first statutory three-week review of the law, the First Minister said: “The restrictions are staying in place, which mean you must stay at home to save lives and protect the NHS.

“Over the last few months, we have taken unprecedented steps to protect everyone, but particularly those most at risk from serious illness. This approach has helped the NHS prepare and cope with coronavirus and it has also helped to save many lives.

“The changes we are introducing supplement the rules already in force but they respond to some challenges being faced in parts of the country and by families throughout Wales.

“Our message has not changed – anyone can get coronavirus, anyone can spread it. So please, stay home, protect the NHS, and save lives.”

I've had to read that 4 times, and still don't find it clear at all!

So... Only go out for food, medicine and exercise... But we are now opening more business for click and collect?

Feels this is going to cause a lot of confusion, particularly if England has difference rules.

Also why toughen now, when the cases are dropping. Very strange move

It also says takeaways remain closed. I was under the tje impression that they were still open as I’ve seen a few.

It’s exactly how it’s been presented from day one it’s never been very accurate and clear to the people.

It's just politics and petty point-scoring, wee jimmy did the same yesterday look at us we're treating our population like grown-ups, with this 27-page book that says feck all

All I can see is they don't want people going to holiday homes, and everyone knew that 4 weeks ago, it's probably a bit of deflection from that dopey minister leaving his mic on!

That’s the WAG.. Takeaways are open, but are to remain closed.

I think political parties should be abolished in Wales. There’s just no talent here. Someone needs to go into that place, and run it like a business, that doesn’t involve any politicians.

How exercise rules are being tightened from Saturday

People should exercise “as close as possible” to home, according to the Welsh Government’s updated lockdown rules.

The restrictions around exercising have been tightened to clamp down on unnecessary travel.

Cyclists are being told they should travel no farther than a “reasonable walking distance from home”.

The new rules will come into force on Saturday morning.

They make it clear people should not drive to a location to do exercise unless it is absolutely necessary. For example, a wheelchair user would be allowed to travel to a nearby space if they were not able to exercise immediately outside their home.

There is also a warning that people should not use exercise as an "excuse” to do something else, for example having a picnic or sitting for “a prolonged period” on a park bench.

Cyclists are told to “take steps to manage risk” in order to avoid putting extra strain emergency services and to stick to routes they know well.

They should also stay two metres from others, the rules say.

What a load of nonsensical guff. Aimed primarily at a nationalistic agenda of political change. Trying to follow Jimmy Krankie in Scotland

Now that's not true ,there were 110 deaths recorded, but 84 of those were from the betsy cad waller ward, and are from a few weeks ago,but for whatever reason were not recorded until now!! So in truth, there were 26 New deaths recorded in Wales in last 24 hrs not 110 as you have posted, this is why people are getting confused/scared,not having a go mate,as you do post regularly on this virus, but it was talked about on radio today, about the delay in recording deaths in North Wales. :bluebird: :bluebird:

I Posted what was given at the time - then questions were asked and as you said the numbers were given had a reason .
The BBC were given these figures from the heath board - So why or when were these deaths recorded ?? Today .
All heath board or Councils have yet to report All home and home care deaths which would scare people .
Sorry for any confusion - but clearly the deaths of late reported have been wrong then - Something is not right .
BBC WALES NEWS - Has just reported now 110 deaths again .

Please don't; you'll awaken the Blue Gog...! :(

Fully agree with you, though :thumbright:

I voted 'NO' twice and would do so again. They're a waste of time and money when the old Welsh Office (still going) could do everything with less fuss and self-publicity ;)

Talk about shutting the stable door after the horse has bolted.

Typical f*cking useless politicians.

If they were going to do this they should have done it when the lockdown started not four weeks later when infections are beginning to slow down.

Yet another example of idiot politicians showing how incompetent they are.

agree...and only just over 25% voted for it with no vote since, which is my biggest gripe.. had NO won does anyone really think that would have been that ? you keep voting until yes wins then your stuck forever. that really isn't democracy.
