Trump threatens WHO funding

Wed Apr 08, 2020 2:07 pm

'Mr Trump also threatened to end funding for the World Health Organization over its handling of the pandemic.

The president accused the United Nations agency of being biased towards China while issuing its guidance during the coronavirus outbreak.' (copied from the article below).

Trump says US will have more ventilators than it needs
President Donald Trump says the US will soon have more ventilators than it needs to help those suffering with coronavirus across the country.

The US "won't need anywhere near" the additional 110,000 devices that it will have at its disposal, he said.

He added that any surplus could be distributed among "desperate" countries fighting the virus, including the UK.

Mr Trump also threatened to end funding for the World Health Organization over its handling of the pandemic.

The president accused the United Nations agency of being biased towards China while issuing its guidance during the coronavirus outbreak.

His remarks came as the US recorded a daily death toll from Covid-19 of more than 1,800. The country has nearly 400,000 known infections, according to figures compiled by Johns Hopkins University.

New York state, one of the worst affected areas, is on the cusp of overtaking the entire country of Italy in its confirmed number of coronavirus cases.

What did Trump say?
Speaking during the daily Coronavirus Task Force briefing at the White House on Tuesday, Mr Trump said the US had 8,675 ventilators in a national stockpile, with "a total of 110,000 ventilators coming over a short period of time".

However he said the majority, some 60,000 devices, would not be received until 29 June.

"I don't think we'll need them," he said, "but we'll have them for the future, and we'll also be able to help other countries who are desperate for ventilators".

The president said the UK had already requested 200 devices, adding: "We're going to work it out, we've got to work it out - they've been great partners, the United Kingdom."

Ventilators are vital in the treatment of some patients suffering from coronavirus, which can cause severe respiratory issues while the infection attacks the lungs. The devices can help keep patients breathing.

What are ventilators and why are they important?
On the funding of the World Health Organization (WHO), Mr Trump said there would be a "hold on money" provided to the UN agency, which he accused of being "very China-centric".

He tweeted that his administration would take "a good look" at its contributions and questioned some of the advice the WHO had provided in tackling the coronavirus.

"Fortunately I rejected their advice on keeping our borders open to China early on," he said. "Why did they give us such a faulty recommendation?"

How has the WHO responded?
A UN spokesman, Stephane Dujarric, rejected Mr Trump's criticism, saying that the WHO's Director General Dr Tedros Adhanom Ghebreyesus had "done tremendous work" in providing guidance as Covid-19 travelled around the world.

"For the Secretary General [Antonio Guterres], it is clear that the WHO... is showing the strength of the international health system," Mr Dujarric said, adding that the agency was supporting numerous countries with equipment and training.

Dr Bruce Aylward, head of the joint WHO-Chinese mission on Covid-19, responded to Mr Trump's comments by saying it was "absolutely essential that we work closely with China to understand this disease".

The WHO's regional director for Europe, Dr Hans Kluge, said that now was "not the time to cut back funding" as the pandemic was at its acute phase.

How is the WHO funded?
The WHO relies on funding from both government and private sources. Its funding is also split into mandatory and voluntary contributions, with the last one becoming increasingly important over the years.

In the last financial year, more than 80% of WHO funds came from voluntary contributions made by governments, private organisations like charities, and other UN agencies as well as multilateral bodies like the EU.

The US government is the largest of these voluntary contributors, accounting for just under 15% of WHO funding in 2019. But the next biggest was the Bill and Melinda Gates Foundation, making up nearly 10% of funding.

Other countries which made significant voluntary contributions in 2019 include the UK (7.8%) and Germany (5.7%)

It is worth adding that the US also owes the WHO most in terms of mandatory contributions. Figures for March 2020 show that the US still had more than $99m (£80m) in outstanding payments, much more than anyone else.

China bought 2bn masks while denying COVID-19

The PRC bought up most of the masks and protective clothing available around the world, despite the fact that they make over half the worlds supply of masks, while telling the WHO that there was no virus spreading human to human.

'This could have been stopped': Steve Bannon blames 'murderous' Chinese Communist Party and 'front' WHO for pandemic
Former White House chief strategist Steve Bannon said "blood is on the hands" of the Chinese Communist Party for the coronavirus pandemic.

"The city of Wuhan and the decent, hard-working Chinese citizens did not have to be destroyed," Bannon, who rose to prominence in the Trump administration for his focus on America's economic dependence on China, told Fox Business host Maria Bartiromo on Wednesday.

"Hubei province did not have to be destroyed. Italy, Spain, South Africa, the United States, all of this is at the doorsteps of the Chinese Communist Party," he continued. "The Chinese people are the biggest victims. This is a murderous group of gangsters, and they've got to be held accountable by the world."

Bannon, host of the daily podcast War Room, backed President Trump's decision to close travel between China and the U.S. in January against the advice of officials from the World Health Organization.

"President Trump is 100% right to go after the World Health Organization, that's really been a front organization for the Chinese Communist Party in this entire endeavor. ... The Chinese Communist Party and their culpability in this is really what has to be addressed."

The debate over whether or not China and WHO acted appropriately given the size and scope of the highly contagious disease boiled over during the question-and-answer session of Tuesday's White House coronavirus press briefing when the president announced he is considering cutting funds to WHO. Trump also tweeted that the organization "blew it" in its mismanagement of the pandemic.

Bannon said the Chinese government understood the threat the disease posed to the greater international community but failed to act on its internal data.

"The Chinese Communist Party knew about human-to-human transmission in December," added Bannon. "All of this could have been stopped."

The WHO v coronavirus: why it can't handle the pandemic

https://www.theguardian.com/news/2020/a ... e-pandemic

A long read, but it highlights the effectiveness under Brundtland's leadership of the WHO, resulting in the SARS pandemic only reaching 26 countries with fewer than 1,000 deaths. Brundtland confronted China, resulting in an official report about SARS the following day. IMHO Timid Ted, Tedros Adhanom Ghebreyesus, was not brave or confident enough to confront the PRC about the leaked HTH transmitting Coronavirus.

This is a snippet from Wikipedia on WHO - there is lots more like this on the page -

"Travel expenses
According to The Associated Press, the WHO routinely spends about $200 million a year on travel expenses, more than it spends to tackle mental health problems, HIV/AIDS, Tuberculosis and Malaria combined. In 2016, Margaret Chan, Director-General of WHO from November 2006 to June 2017,[168] stayed in a $1000-per-night hotel room while visiting West Africa.[169]

Robert Mugabe's role as a goodwill ambassador
On 21 October 2017, the Director General Tedros Adhanom Ghebreyesus appointed former Zimbabwean president Robert Mugabe as a WHO Goodwill Ambassador to help promote the fight against non-communicable diseases. The appointment address praised Mugabe for his commitment to public health in Zimbabwe.

The appointment attracted widespread condemnation and criticism in WHO member states and international organizations due to Robert Mugabe's poor record on human rights and presiding over a decline in Zimbabwe's public health.[170][171] Due to the outcry, the following day the appointment was revoked.[172]"

Also an interesting article - this is just a small piece

Timeline of WHO actions

January 14, 2020 - Endorses the preliminary investigation conclusion by the Chinese authorities that there is no clear evidence of human-to-human transmission
January 23, 2020 - Recognises human-to-human transmission of COVID-19 and recommends airport exit screening. WHO’s Emergency Committee meets for the first time
February 4, 2020 - Pledges to share information with governments
February 7, 2020 - Highlights the global shortage of Personal Protective Equipment (PPE)
February 12, 2020 - Publishes Operational planning guidelines for countries
February 20, 2020 - Warns that the window of opportunity “may close”
February 24, 2020 - Recognises potential of a pandemic
February 27, 2020 - Lists “vital questions” for health ministers
February 28, 2020 - Releases “Report of the WHO-China Joint Mission on Coronavirus Disease 2019”
March 5, 2020 - Recommends wide testing
March 11, 2020 - Announces a pandemic

DG Tedros’ permanent and forceful endorsement of Chinese actions throughout the crisis has, of course, created a counter-reaction: the organization itself is now accused of having missed the opportunity to forestall a global pandemic. This is the result of two decisions. First, WHO’s failure to recognize proven human-to-human contamination until January 23 (and going along on January 14 with China’s refusal to admit human to human contamination), despite strong and persistent indications to the contrary, and alerts by Taiwanese health officials directly conveyed to the WHO. Second, the organization’s refusal to declare a pandemic until March 11, when 114 countries had already reported 118,000 cases. These decisions have had global consequences, as WHO guidelines are for better or for worse followed by countries and even by private actors who can base – and later justify – their actions from these guidelines. Such was the case for example in France, where public authorities were still saying there was no proof of human to human contamination on January 20. Beyond the issue of what WHO can do at times of epidemics, there is a ripple effect from its statements.

Coronavirus: US to halt funding to WHO, says Trump

US President Donald Trump says he has instructed his administration to halt funding to the World Health Organization (WHO).

He said the WHO had "failed in its basic duty" in its response to the coronavirus outbreak.

He accused the UN body of mismanaging and covering up the spread of the virus after it emerged in China, and said it must be held accountable.

Mr Trump has previously accused the WHO of being biased towards China.

The US president has himself come under criticism at home over his handling of the outbreak.

"I am directing my administration to halt funding while a review is conducted to assess the World Health Organization's role in severely mismanaging and covering up the spread of the coronavirus," Mr Trump told a news conference at the White House.

"The WHO failed in its basic duty and it must be held accountable," he added.

Reacting to Mr Trump's remarks, UN Secretary-General António Guterres said now was "not the time" to be cutting resources for the WHO.

The US is the WHO's biggest single funder, providing $400m (£316m) last year - just under 15% of its total budget.

China's contribution in 2018-19 was almost $76m in assessed contributions and about $10m in voluntary funding, according to the WHO website.

The organisation launched an appeal in March for $675m to help fight the pandemic and is reported to be planning a fresh appeal for at least $1bn.

"With the outbreak of the Covid-19 pandemic, we have deep concerns whether America's generosity has been put to the best use possible," the president said.
President Trump accused the WHO of having failed to adequately assess the outbreak when it first emerged in the city of Wuhan.

"Had the WHO done its job to get medical experts into China to objectively assess the situation on the ground and to call out China's lack of transparency, the outbreak could have been contained at its source with very little death," he told reporters.

"This would have saved thousands of lives and avoided worldwide economic damage. Instead, the WHO willingly took China's assurances to face value... and defended the actions of the Chinese government."

White House reporters pointed out, however, that Mr Trump himself praised China's response to the outbreak and downplayed the danger of the virus at home.
The US is the worst-affected country in the coronavirus pandemic with 608,377 cases and 25,981 deaths.
What about the lockdowns?
Speaking in the Rose Garden at the White House, President Trump also said that plans to reopen the country were "close to being finalised".

Mr Trump caused a furore on Monday when he said that he, and not state governors, had the authority to lift lockdowns and restart the economy.

But on Tuesday, he changed his position, saying: "The governors are responsible. They have to take charge."

"The federal government will be watching them closely. We will hold governors accountable, but will be working with them to make sure it goes really well."

Experts agree it is the governors who are responsible for policing their states under US law.

Media captionGovernor Andrew Cuomo: 'We don't have a king, we have a president'
Earlier on Tuesday, New York Governor Andrew Cuomo accused President Trump of "spoiling for a fight".

"We don't have a king, we have a president," he said.

New York state has the most cases, with almost 190,000 cases and over 10,000 deaths. However, there are signs of improvement with the number of people there needing hospital treatment falling for the first time.

Trump targets China's growing influence
At one level, this move is about the coronavirus. Administration officials have been sharply accusing the WHO of missteps in the handling of the pandemic, saying it was biased towards China.

They say the WHO was too ready to support China's deceptive early claims about the virus and then didn't push hard enough against Beijing's attempts to cover up its misinformation. In particular President Trump has latched onto the WHO's criticism of his travel restrictions against China.

But at another level, the move to defund the WHO is part of a broader effort by the Trump administration to curtail China's growing global influence.

The argument is that Chinese leadership in international organisations undermines the rules-based, accountable international system needed to prevent and fight a pandemic.

But, the Wall Street Journal reports that the decision also stems from an ongoing discussion on whether to link US aid dollars to the number of Americans working in the groups that receive them.

Why has the WHO faced criticism?
It is not the first time the WHO's response to the outbreak has come under scrutiny.

In February, it said that widespread travel restrictions were not needed to stop the spread of Covid-19 - advice that was eventually ignored by most countries.

In March, the UN agency was also accused of being unduly influenced by China after a senior official refused to discuss Taiwan's response to the outbreak.

Meanwhile, some health experts also say that the WHO's guidance on face masks has led to public confusion.

It seems that the WHO and the UN have been more concerned about protecting China than dealing with this outbreak. Taiwan reported the virus to the WHO before Christmas and the Chinese denied it. The WHO believed China and just sat back and did nothing. Taiwan prepared themselves for the outbreak and have had only 395 cases and 6 deaths, out of a population of over 23 million.

If the WHO had acted earlier hundreds of thousands of lives would have been saved. Trump is dead right about them!

What the WHO did - and when
As we've mentioned, President Trump has said he will suspend US funding of the World Health Organization (WHO) while a review takes place into what he called the "severe mismanagement" of the crisis.

The new coronavirus - as we now know it - was reported to the WHO on 31 December. Here's a quick timeline of selected WHO action in the following month:

4 January: Notes the outbreak on social media for the first time, referring to it as a "cluster of pneumonia cases"

5 January: Publishes first outbreak news, with "no evidence of significant human-to-human transmission"

10 January: Publishes first travel advice, with "no international restrictions recommended"

14 January: WHO's technical lead for the response says there may have been limited human-to-human transmission

20-21 January: WHO regional experts "conduct a brief field visit to Wuhan"

22 January: Field visit statement "suggests that human-to-human transmission is taking place in Wuhan"

22-23 January: WHO emergency committee fails to reach consensus on "whether the outbreak constituted a public health emergency of international concern"

24 January: Second travel advice published, which notes upcoming Chinese New Year but "advises against the application of any restrictions of international traffic"

27 January: Third travel advice published, which advises "measures to limit the risk of exportation...without unnecessary restrictions of international traffic"

28 January: Senior WHO delegation led by the director general meets Chinese leadership in Beijing

30 January: Emergency committee reconvenes and declares public health emergency of international concern

January 14th: WHO tweets that "Preliminary investigations conducted by the Chinese authorities have found no clear evidence of human-to-human transmission" of coronavirus WHO public statements contradict this

January 23rd: "WHO declines to declare China virus outbreak a global health emergency", despite cases in Thailand, Japan, South Korea, and US at the time. It only called it a pandemic on March 12th.

BREAKING

China denies cover-up of deaths

China has denied there has been a cover-up of the coronavirus outbreak in the country.

The comments by Foreign Ministry spokesman Zhao Lijian came hours after the death toll in Wuhan, where the virus first emerged, was revised upwards by 1,290 people.

He said this was the result of a statistical review to ensure accuracy and that revisions are a common international practice, Reuters news agency reports.
