Genuine question: To what extent is the board at Cardiff holding back the progress of the club?

Until they have someone with football vision the club will never emulate the likes of Brighton, Bournemouth, Burnley etc

Borley been in the game along time but other then that?
Like Holloway, a character thats not everyone cup of tea. Game would be boring with most the robots in games today.
