Chelsea didn't appeal 1st window ban it's the 2nd window ban they are appealing... they accepted they were guilty of offence they appealed the length of ban not the ban itself! In citys case they will appeal fifa instructions to pay nantes, so if city appeals fifa would in all likelyhood delay any sanctions until after CAS appeal
If city pay nante before appeal what happens if city win? nante would have to pay it back ? That makes a lot of sense
