Surely the logical outcome of this 'decision' is every PM who has prorogued Parliament prior to a Queens Speech where there was outstanding business or an international incident/negotiation still ongoing has also broken the law (I would imagine that is ALL of them?)
What impact does this have for the future? Labour might be doing cartwheels ATM but what happens if in the future a future Labour Government wants to introduce a new Queens Speech where the NHS receives significant funding increases?
If there are Bills which haven't yet passed through Parliament (happens all the time) or there is a an ongoing trade negotiation with a small Pacific Island a rich Tory donor could go to Court and put a stop to the proroguing (and the Queens Speech) as the precedence has now been set that Parliament must scrutinise the work of the Government.
In theory this could go on indefinitely as it would be easy to find things around the world which the opposition would claim they need to scrutinise.

Thats would be after an election and a dissolution so no problem there.

Thats the nub of the ruling,i.e that parliment has the right to scrutinise any executive.The judgement merely inforced what has always been there.
