Now the window is closed, can the club sign players for the under 23 team still?

If so, whats stopping the club bringing in players all year round and then just "promoting" them to the 1st team? (As long as they're under 23 of course).

Its his 1st professional contract i believe he can be used in the 1st team if hes good enough
