Chelsea banned from signing new players for next two transfer windows
Chelsea have been banned from signing new players in the next two transfer windows for breaching rules in relation to the international transfer and registration of players under the age of 18, Fifa has announced.
They have also been fined 600,000 Swiss francs, while the Football Association has been fined 510,000 Swiss francs.
The ban does not prevent the release of players and will not apply to Chelsea's women's and futsal teams.

BREAKING NEWS
Chelsea have been banned from signing players for two transfer windows after being found guilty of breaching rules about signing minors.
FIFA say Chelsea have breached "art. 19 of the Regulations in the case of twenty-nine (29) minor players and to have committed several other infringements relating to registration requirements for players.
"The club also breached art. 18bis of the Regulations in connection with two agreements it concluded concerning minors and which allowed it to influence other clubs in transfer-related matters."
Chelsea have also been fined £400,000 and given 90 days to rectify the situation of the minor players concerned.
The ban does not relate to releasing or selling players.

Sky sources understand the three-year FIFA investigation related to the signing of more than a dozen players by Chelsea.
One of the main contentious signings was that of Bertrand Traore in 2013.
Traore signed for Chelsea from Auxerre on January 1, 2014, a few months after he had turned 18.
However, pictures then emerged of Traore playing for Chelsea in 2011, when he was 16.

WHAT IS ARTICLE 19?
Article 19, which has been breached by Chelsea, regards the protection of minors. International transfers are only permitted if the player is over the age of 18.
The exceptions to this are:
If the transfer is inside Europe then the minimum age is 16, as long as other minimum obligations are fulfilled
If the player’s parents move to the country in which the new club is located for reasons not linked to football
The player lives no further than 50km from a national border and the club with which the player wishes to be registered in the neighbouring association is also within 50km of that border. The maximum distance between the player’s domicile and the club’s headquarters shall be 100km.

WILL CHELSEA APPEAL?
Chelsea can appeal against FIFA's transfer ban.
This is presumably something that Chelsea saw coming as they signed Christian Pulisic in January with a view to him joining in the summer.
They also signed Gonzalo Higuain on loan and, according to Juventus, have the option to extend the loan deal for another season.
Mateo Kovacic's loan from Real Madrid expires in the summer so it looks like he will not be at Stamford Bridge in 2019/20.
And what does this mean for Eden Hazard's future...?

CHELSEA 'REFUTE FINDINGS'

Chelsea have responded to FIFA's two-year transfer ban.
The club say they "categorically refute the findings" and are "disappointed" with the decision, which they plan to appeal.
"Chelsea FC categorically refutes the findings of the FIFA Disciplinary Committee and will therefore be appealing the decision.
"The club wishes to emphasise that it respects the important work undertaken by FIFA in relation to the protection of minors and has fully cooperated with FIFA throughout its investigation.
"Initially, Chelsea FC was charged under Articles 19.1 and 19.3 in relation to 92 players. We welcome the fact that FIFA has accepted that there was no breach in relation to 63 of these players, but the club is extremely disappointed that FIFA has not accepted the club’s submissions in relation to the remaining 29 players.
"Chelsea FC acted in accordance with the relevant regulations and will shortly be submitting its appeal to FIFA."

Simple answer is stop tapping up youngsters.....
Heard on the radio though that it was a 2 season transfer ban which would be the next 4 windows
