The 27-year-old has been back on the scene at Anfield in recent weeks but will move down the pecking order again when Joe Gomez returns to fitness.
Fulham and Leicester have also shown an interest in taking the right-back next month.
But Bluebirds boss Neil Warnock is hopeful that his past association with Clyne — the pair worked together at Crystal Palace — will give him the edge.
Warnock handed Clyne his debut at Selhurst Park and he will go straight into the starting line-up at Cardiff.
Clyne, who has won 14 caps for England, signed a five-year contract with Liverpool when he joined from Southampton in 2015 for a fee of £12.5million.
He established himself as first-choice right-back but a back injury in the summer of 2017 meant he missed nine months of the following campaign and in his absence Trent Alexander-Arnold and Gomez seized their opportunities.
Now boss Jurgen Klopp is ready to let him go out on loan to get regular first-team football back into his legs.
