Vincent and Dalman transfer policy

Dalman states he would rather buy a proper player with quality and loan the rest.
Also stated they would never buy a player without NW agreeing?

A lot of sense spoken by Dalman, our current recruits ie Cunningham and Reid fall into the policy of lower prices but lacking quality at premier league level.

He also stated Vincent wants to spend, but can only spend what he has available ?

And I wonder how he decides what's available out of £1billion?

"Can only spend what's available". can we not spend at least 50m of the 100m+ we made from promotion then?
