He hasnt played this season for chelsea he can register for 3 teams in a season but only play for two

A player may only be registered with one club at a time. Players may be registered with a maximum of three clubs during one season. During this period, the player is only eligible to play official matches for two clubs.

Maybe the Community Shield doesn't count as it is basically a friendly. I haven't checked this though, just a possibility.
