Tolgay is a box-to-box midfielder who can play as both an attacking midfielder and as a defensive midfielder.

The Bluebirds have offered up to £7m for the services of the 27-year-old according to Turkish news outlet Haber 1903. He still has four years remaining on his current contract.

Champions League semi-finalists AS Roma, as well as Serie A giants Inter Milan, are also interested but it’s Cardiff who has made the first movement for the midfielder.

This season, Arslan played in four competitions for Besiktas, including the six times in the Champions League, where Besiktas were knocked out in the Round of 16 by Bayern Munich.

He failed to score this season but picked up three assists in the Turkish Super League this season.

Arslan was born in Germany but represented the Turkey U19s, until he swapped to the German U20 and U21 side.

Arslan is known to English football fans after he scored the equalising goal for Besiktas against Liverpool in their Europa League campaign in 2014/2015.

He has played a majority of his football in his native Germany, having played for Hamburger SV and Alemannia Aachen before signing a four year deal with Besiktas.

He is a current teammate of former Cardiff City midfielder Gary Medel, who played for the club in the first ever Premier League season
