You play both teams home and away.
The team who finishes top will play a finals tournament against the other 3 group winners in each pot.
The winner of that tournament will qualify for the euros.
The team who finishes bottom will be relegated to the next group in the following campaign giving them a better chance of qualifying.
In theory teams are better off finishing third than second as it will guarantee a much easier route to a tournament the following campaign. If you cant win a group mathematically you are better off making sure you finish bottom.

No its every 4 years.
In the odd years when there is no euro qualifying a final tournament will take place between the winners of each pot to determine a nations league champion

Finals tournament in 2020
Qualifying starts again 2022 for euro 2024

Yep
But if you cant make the finals tournament by topping the group.
Would you rather try to finish second and risk playing the likes of Denmark and Sweden in the following campaign or would you try to finish
Bottom and play Albania and lithuania ???
Some groups like you said will end up being a farce
