The playmaker, who crossed the Severn Estuary in a controversial £1.5million summer move to the Welsh capital, could be another who gets a hostile reception from the Bristol faithful.
Tomlin made an impact on his return to the Cardiff team against Ipswich in midweek and is in contention to start against the Robins.
But Rosenior added: "When you go back to the start of the season everyone was desperately upset about Lee Tomlin leaving the club and the feeling was our neighbours had nicked him off us.
"But I don’t think he gives you something different enough to have had a positive effect on City’s season if he was there."
