Most attempts at explaining the referees decision come down to speculating that he saw Deeney push Shawcross over (and gave a yellow for that) but didn't see the gouging face clamp because he was looking at the back of Allen's head.

It was 19 seconds and for most of that time Deeney and Allen were in the middle of a crowd of players that definitely blocked the officials' view. Maybe the 4th official should have seen something on a monitor and talked to the ref, but I can believe that the ref and linesmen missed it.
