International Transfer?

This is a quote from WalesOnline on a story about Craig Bryson -

"The Bryson move had to be completed earlier because it was an international transfer (between an English club and a Welsh club, Cardiff) but then the Kieftenbeld deal collapsed. Rowett has said he would not have let Bryson go out on loan had he known what would happen with Kieftenbeld."

My question is - why is a transfer to Cardiff classed as an international transfer when we are in the same league? I know we are literally in a different country but we are in an English League run by the FA.

Why do our transfers need international clearance? Does the FAW get involved in our transfers?
