I think the big issue is, they foolishly waited until the sale of Gylfi went through, so Hull were aware Swansea had money to burn, if they went in for him before the sale, they could of got him for around £10m
on a side note, someone was saying huw Jenkins went in for Sam Clucas a few years ago when he was at Hereford, and huw refused to pay the £40,000 fee Hereford were demanding
